City / Beach Combo in Montevideo Uruguay

Uruguay's nickname is the Switzerland of South America.  I found the country to be clean and safe.  It is not very touristy but the long stretch of beach at La Rambla is nice for residents who want to do jogging, walking, cycling, etc. but there were no shops or restaurants - only condos and apartments along the water!
